FDIC names new directors in New York, Kansas City regions; selects veteran to key role in RMS division

Two new regional directors, and a new top manager in the risk management division, were named Thursday by the federal insurer of bank deposits.

John F. Vogel was named director for the New York region and Jessica A. Kaemingk director for the Kansas City region by the Federal Deposit Insurance Corp. (FDIC). Vogel’s appointment was effective Jan. 14, the agency said, and Kaemingk’s will take effect May 5.

In the jobs, they direct both risk management and consumer protection supervision programs for financial institutions headquartered in their respective regions.

Vogel is a 33-year veteran of the agency and has served a previous stint as New York director (from 2012-19). He was also acting Atlanta regional director from September 2022 through October 2023, and served as risk management supervision (RMS) assistant regional director and deputy regional director in the New York Region. He holds a Bachelor of Science in Management from Keene State College, and is a graduate of the Stonier Graduate School of Banking. He succeeds Frank R. Hughes as regional director, who retired in January, the agency said.

Kaemingk is also a veteran of the agency, with 22 years’ experience. Her positions with the agency have included RMS deputy regional director, New York region since 2019, acting deputy director, operations in RMS the Washington Office from February through April 2024, and acting regional director, New York region from January through August 2022. She began her agency career as an intern. She graduated Magna Cum Laude from Northwestern College in Orange City, Iowa, and with honors from the Colorado Graduate School of Banking. She replaces James D. LaPierre who retired April 30.

Meanwhile, Lisa K. Roy – a more than 30-year FDIC veteran with nearly two decades of executive experience, the FDIC said — was appointed deputy director, operations in the RMS division. In the role, she directs strategic planning, budgeting, financial management, training, communications, governance, internal controls, and supervision technology management for RMS. Roy has served as RMS associate director, operations and special projects since 2013. She served as acting deputy director, operations, in RMS from September 2022 through February 2023. She graduated from the University of New Hampshire, Durham, with a BS in Business Administration. She succeeds Vogel in her new role.
