NCUA proposed budget shows hike of 2.9% for 2027, op fee rate to drop

Growth in employee compensation, contracted services and administrative expenses for the National Credit Union Share Insurance Fund (NCUSIF) are the key factors behind the federal credit union regulator’s proposed 2027 budget of $325.4 million, the agency said.

In its proposal announced Tuesday, the National Credit Union Administration (NCUA) said the 2027 budget figure includes a operating budget of $312.4 million, a capital budget of $7.9 million, and an NCUSIF administrative budget of $5.1 million.

The proposed capital budget is down $16.2 million, or 67.2%, from 2026.

The agency’s document shows five proposed new positions, raising the total in 2027 to 972; no new positions are proposed for 2028. (These exclude positions for the agency’s Central Liquidity Facility.)

The operating budget will be paid through a combination of federal credit union operating fees and the overhead transfer rate (OTR), which is the NCUSIF’s portion. Operating fees are expected to cover 38%, or $116.9 million, of the total operating budget, while the operating fee rate is slated to drop by 49 basis points.

The NCUA said it will hold a public budget hearing Nov. 17. It’s taking written comments until Nov. 30.
