NCUA Board meets Jan. 22 for briefings on CLF budget, proposed rule on dependent-care cost reimbursement

Briefings on the 2026-27 budget of the agency’s Central Liquidity Facility (CLF) for credit unions and on a proposed rule on reimbursement of dependent-care expenses are the two items slated for the Jan. 22 open meeting of the National Credit Union Administration (NCUA) Board.

The NCUA Board (and CLF Board) consists solely of Kyle Hauptman, the agency’s Republican board chair. The other two board seats have been empty since the president fired Democrats Todd Harper (also a previous board chair) and Tanya Otsuka in April.

The briefing on dependent-care reimbursement is first up on Thursday’s agenda. According information available via the federal government’s unified regulatory agenda (available on reginfo.gov), NCUA’s board is considering amending its rule governing the reimbursement of reasonable expenses to federal credit union (FCU) officials to add dependent care costs as a reimbursable expense.

“The proposed rule would permit FCU boards to adopt policies that allow payment for reasonable dependent care costs incurred by volunteer officials in attending board meetings and carrying out their official board duties,” according to the information provided. It says the proposal would give FCUs “more flexibility to develop family-friendly policies that ease dependent care costs for volunteer officials, which in some cases may serve as an impediment to volunteering.”

The agenda shows the proposal had been slated for issuance by last September.

The Jan. 22 meeting, the only one listed so far for 2026, is set for 10 a.m. Eastern.
